Have they ever actually operated since the parks opened, or do they just keep pushing back? I think the latter but I may have missed.

OMG that is hilarious. I almost hate to suggest an alternate narrative.
The trams are an example of how much of a mess the current situation can screw up operational planning. I know for sure they have the staff to run the trams. But for some unknown reason, they do not have the staff to train the staff to drive them.

I just need it reopened in early November. 
Disney is making it even harder than I imagined to do a ‘casual Disney’ trip. I don’t really have a ‘relaxed’ setting anyway, but there’s still so much unknown!
