It’s not different. We’ve known this for a while, so I’m not sure why the announcement in Disney Files matters, really. Perhaps people didn’t know about the announcement on DPB?
I just wanted to demonstrate that Disney Files mentioned it.

Well, Disney doesn’t use traditional seasons. “Summer” for them means the timeframe when Florida is hot.

The language that refers to the original announcement was added On 9/26 (after a lot of snarky comments on the original- they were fun).

Yeah, this part still seems to be false. They are trying to make us all feel like we’re going insane. 
While Hurly-Burly and the new Basin location were both previously announced, the mention of a “soon-to-be-announced quick-service dining destination” is the first we’ve heard about a new dining venue at the waterfront promenade.
