On the Touring Plan March crowd calendar, it gives 2 and 3 for while we are going but Hollywood Studios is already full. Why is it giving low crowds when many of the parks will be “full” capacity? Is this because “full” is only a normal 2 or 3?

This from @ninjasherrie “ It’s about wait times, not how many people are in the park. It’s always been that way. They’ve had people in the parks testing wait times extensively since the reopening. I found them to be pretty accurate on my December trip.”

I am wondering the same thing. Are the crowd level predictions relative to the current climate? Or are they based on what normal capacity is? I am not seeing a correlation between low crowds and shorter wait times. We are going 3rd week of May and crowds are very low, like 2’s for most days. So the $20 question is should I expect short wait times, or just a lot of elbow room walking around?
