My understanding in WDW genie+ is available at 7am regardless of whether you are in the park or not. Is it the same for DLR? Or do you need to scan in to be able to book rides?

You have to be scanned into the parks to use it at DLR:

@Ms.BarbsWildRide is right, you have to scan into the park before you can purchase Genie+ or book any LL reservations. (You can purchase Genie+ in advance for the length of your ticket, but you still have to scan in to use it.)
