What time should we arrive at Universal if we are staying at a Disney Resort and only going to Universal/IoA for one day? We have a plan but are unsure when to arrive. The plan is for next Tuesday.

Aim to arrive at the tapstyles 45-60 minutes before opening time. (That is, if you are a rope dropper) Gates can open 15 minutes early.
Give at least 15 minutes to park and clear security.
If you start at USF, you will be on equal footing because they don’t offer early park admission.

Which park are you starting at? IOA has early admission for Universal hotel guests and USF opens at 10am.

I don’t have early admission and do want to rope drop. I was thinking going to IOA would be best first because they open earlier and would give us more park time. Should I swap them? We’re doing all HP stuff in at IOA and USF in one day.

Oh wow, that is abnormal but I remember now hearing that USF will start opening late.
