I don’t think most people think to email the site webmaster. It isn’t as if there’s a big “click here for help” button half way through creating a personalised touring plan.
So instead they turn to their usual port of call for asking questions. For TP features that should be the TP forum. That’s what I looked for when I first found Touring Plans. And I’m pretty sure it was one of the tabs across the top of the home page.
