Just saw this blog post:
It looks like the “stealthy refurb” was in two phases - one last summer, one over the holidays. Now both phases are complete and wait times for ToT should be lower (by as much as half) going forward.

Confirmed by thrilldata - today’s avg posted wait as of 5pm for ToT is tied for 4th highest (below RotR, SDD, MMRR, and tied with TSM) where previously it was 1st or 2nd while the refurb was going on.
