The issue with personalized TPs is that they are for a specific date; the exact same attractions on a different date may result in a completely different touring order.

Are you going to all four parks? I would first chose which parks you want to go to and on which day. The ready-made touring plans are helpful. You can use those as a starting point and add/delete anything that might not tickle your fancy.
As for restaurants, there are so many different reviews of every one on the Disney property that it’s hard not to get feedback via a quick google search. After you pick your park days, I would use that to narrow down your restaurant choices - would you eat inside the park or outside? Table service or Counter service?
As mentioned above, there are just so many factors but there’s so much info available to help with your choices!
