I’m pretty sure this is the case, but y’all are making me doubt myself now.
I had a party where they couldn’t book a different park after tapping into an expired LL (before the full 119 minutes were over) - that for me is an indication that the tap in didn’t open up their tiers. Once they tapped into a LL within the normal 1-hr window, they then could book the other park. Maybe something else was going on? But pretty sure what I stated is the case - maybe needs further research!
Had the LL converted into an MEP? I have first hand experience where tapping into an MEP didn’t open tier restrictions.
It’s completely possible expired LLs don’t unlock tiers, but I just don’t have first hand experience and don’t recall hearing about that before. I’m trying to think if there is anyone who might have tested this …

I agree with you and thought it was always the case that you have to tap into an unexpired LL during its actual use window in order to unlock tiers (i.e. to book unlimited tier 1 going forward).
I thought this was the standard rule. This has also happened to me. I missed what’s causing us to doubt this. I wonder if something new changed.
Nothing new. Just not remembering having heard of it happening before. It may be that I’m the type who always arrives on time to my first LL.
But also I have read so much about LLs it is highly probable that I just forgot reading about this happening. I would love to get more confirmation from recent visitors.
What is definitely a standard rule is that the expiration of an LL does not unlock tiers. That is something we have always known since basically day 1 of LLMP. But I thought once you used an expired LL, that was enough to unlock tiers and park restrictions.
Here’s how I described it in the WDW dedicated LL thread (I wrote most of this within days of LLMP being introduced):

that tapping into an expired LL would not unlock privileges—because MDE no longer considers this a reservation (which is why it opens up a new slot).
Also true, it’s rare that one arrives to their first LL expired. And if one does, it’s usually because you are attempting to Zombie stack, which wouldn’t allow one to test this theory.
(Actually not true, one could test by trying to modify a Tier 2 into a Tier 1)
Or highly probable that it just wasn’t really tested. It’s actually a bit of a niche situation, since there is a lot of ways it can get masked. For example, you could tap into a Tier 1 LL expired and then book another Tier 1, thinking your tiers are unlocked when in reality they aren’t/
TBH, I was going to try to do the expired LL strategy for a late entry HS day, and it got so complicated and risky and didn’t solve for tiers that I gave up and pivoted to doing a mini rope drop instead, and then a long afternoon break.
I then thought about using for an AK late arrival day then realized I didn’t want to lose out on an MEP if the ride goes down.
I am going to try to use it for a late entry EP day for tier 2 rides but I actually don’t think I’ll need to from what I understand to be good same day afternoon availability for tier 2 rides.
I know this doesn’t answer question at hand but I can’t find a safe use case for doing the expired LL strategy on my trip.

I JUST realized, mid sentence, that I did not book my LLs a few days ago
. I just jumped up and did so. I only have 2 times that aren’t ideal for me thankfully. I’ll work on those. I could have an opportunity to test this if I can bump my Remy up to where it will expire while we are eating. We will have breakfast in France, ride Remy then hop to HS.

Which is why I’m going to make a suggestion that we move this to La Cava.
Discussion around this elsewhere is picking up, but mostly still confused. 2 or 3 posters on the DIS seem to fully understand it, but their voices are often drowned out by others who don’t - or refuse to!
Moving to La Cava would at least limit who can see it. We can’t stop bloggers using what they read there, but it might help.
The more word gets out, the more likely Disney tighten the rules.
