If a person were staying at AoA and wanted to hit Topolino’s for breakfast before going to HS or EP and both parks open at 8:30 for EE what time would Skyliner be running so that the person could get from AoA to Riv for breakfast.

I think the general consensus is it starts running about an hour before park open?
It opens at Uber and Lyft o’clock.
Good question for sure. The mere thought of this scenario at WDW stresses me.
I believe I read that skyliner opens at 7:00.
I’ve gone to the skyliner from Pop at 7:30 for an 8:30 EE at Epcot (DHS also had 8:30 EE) and walked on with no line which leads me to believe the Skyliner had been running for some time.

This is experience from October 2022, March 2023 and May 2023.
It’s been a while since people have been actively updating the Liners Handy-Dandy Spreadsheet, but as of November 2022, people were reporting that the Skyliner opened at about 6:55am, which seemed pretty consistent throughout the year. But supposedly EE was 8:00 at both EP and HS last year – not sure if this changed or if something is entered wrong in the spreadsheet.
I would assume the Skyliner is running at least 65 minutes prior to EE of either EP or HS, but @JenniferB1975’s experience seems to indicate it is open at 7am regardless.
I would say that it would open between 7:00-7:15 based on our past trips using it.
In March it looked to be about 1 hour before EE for HS (8am). I was only at Pop for 3 mornings but it was the same each morning. A few mins before 7am, while waiting to book ILL and LLs I could see them starting to run or they where already moving. It could even be a little earlier but I think its officially 1 hour before the earliest EE, which should be HS.
