Ok from what you described it definitely looks like you need to unlink from the previous owner. Glad you were able to get it to work!
I think if it were me I would not buy resale MBs to avoid the hassle.

It was definitely a gamble. And if the seller was not the original owner, it would not have worked. But, we wouldn’t have gotten any MB+ otherwise. That was going to be fine for the grownups, but I was kind of dreading using the phones for the kids.
I wish it wasn’t so difficult in the first place. But, security is a good thing.

I was able to connect the last Magic Band + easily without CM assistance and assign it to a ticket. So it seems like unlinking them is what solved the problem.

Follow up because I read the posts and I’m still confused. 
If someone used the band for one day at DL and then unlinked it, can I link it to MDE for use at WDW?

I don’t believe that is possible. WDW is very strict about transferring bands between people. I think it’s more of a security issue there since it can be used for payment and room locks. I could be wrong but I think once a band has been used by someone at WDW, it can only be used for that person’s linked media.
I think what I am seeing above means you can unlink a band used at either WDW or DL and link it to someone new for use at Disneyland only.
