If I don’t want a tier 1 FPP in a park, can I replace it with a tier 2 instead?
You can in AK, with the Pandora rides.
Either 1 Pandora + 2 others
Or 3 non- Pandora
Not sure about other parks. If you have tickets linked (not on a package) you could try for a random date.

Well depending on how little your littles are, there are still good tier one options! AK na’vi river journey, EP FEA, HS TSMMM. None of those have height requirements.
