Are the Fantasmic dining package tickets paper tickets that my husband could hand to me or are they linked to MDE? Younger son and husband want to go to SciFi to eat, but not Fantasmic. Older son and I want to go to Fantasmic, but want to go to a different park that day. If younger son and husband get a dining package can older son and I use the tickets?

Yes, they could just pass them off to you after they eat at Sci Fi. They are paper tickets the size of a business card and are not linked to MDE.
