Now seriously, I would try at midnight.
I booked WAT at 60+10 at 6 am and there were options but none in the morning IIRC.

So, in early December I booked ADRS and Enchanting Extras all at 60 + 10 at midnight Eastern. I was surprised that I could do dining ADRS at that time too.
