Does my 2 year old count for hotel occupancy at universal hotel?

Hi! I know that at Disney, a child under three does not count towards the maximum room occupancy, is this the same at Universal? We are a party of 7, if we could stay in a suite for 6, it sure would help the budget! Thanks
