It’s almost ADR time for us! We will have a toddler in a high chair this time around. Do I count her in the reservation? Or just the people paying for meals in actual seats?
I think you count her. Has to do with fire code and stuff…

Yes. Every person needs to be counted, regardless of age. That high chair will take the place of a regular chair. Plus as @disneygirlmama said, fire codes. Even an infant who will be held on a lap the whole time (though I cannot imagine much less horrid for a meal than trying to hold a kid while eating - talk about not relaxing) needs to be counted.
