How do people do coolers now with the no loose ice rule? Can ice be in a ziploc bag? We are staying at a resort that does not have a freezer in the fridge to refreeze reusable ice packs. Or even freeze water bottles to use as ice packs.

You can have ice in clear, ziplock bags. Just do security don’t need to rifle through it.
