Can I create a touring plan that has both Magic Kingdom AND Universal on the same plan? What’s the most efficent way to plan a trip to both of these using touring plans?

No, you can only have one park per touring plan. So, for example, you have to create separate plans for Magic Kingdom, Epcot, Universal Islands of Adventure, Universal Studios Florida, etc.
What people usually do is first determine what parks they want to do on specific days, and then create a plan for each day. If the are intending to do several parks in one day, they create separate plans for each park.
All touring plans are one park, one day. You can create multiple plans and jump between them, but it would be really inefficient to try to do WDW & UOR in the same day.
