The Chase website mentions a private meet & greet and character photo as a card perk. Is this the same place and the same characters as the “Epcot Character Spot”?
It is not the same. The Chase Visa meet is in Innoventions West. It starts at 1:00. You have to show your Disney Visa.

We went twice in Jan and we had Minnie and Pluto (DD19’s favorite!) both times. The second time we went nobody was there, so we had lots of time with the characters.
