I’m sure this is considered “naughty” by Disney, but I’m curious if anyone knows. Would we be able to snag a GOTG VQ and then change our park reservation to another park, grab LLs for the new park, and still go back to GOTG after 2 pm when we can hop?

You do for the 7am VQ.
You don’t need one for the 1pm VQ but you do need to have tapped into Epcot for that. On some days there are VQ slots left after the park hopping time of 2pm.
