We will be visiting mid- October and our twins will be 5 years old. Since they don’t eat a lot, we often go to restaurants and order one meal for them to split. Is this allowed at Disney table service restaurants? We won’t be on the Disney Dining Plan.

That would be correct. At a buffet, you will pay the full child price for each of your twins.
Also - if you’re on a dining plan (we did quick service last time but I’ve done it on DDP too). You don’t have to order a kid meal. And you can get a regular meal and let the kids share that.
