It’s not a fluke. Well… it could be a loophole that might be fixable, but I don’t think it’s a worry for Disney.
I was able to do it for myself. I’m linked to someone staying onsite that was arriving a few days prior to my stay. Even though I hadn’t hit my 60 days yet, we were able to make FPP’s for all of us, including me, for our entire trip.
Who was making making the FPP’s? You or the person whose stay began earlier? Or does it even matter?

So it would seem from @ralfrick 's experience , if DD just has a ticket and an MDE account, I could book FPP’s for her. Because their group included ticketed people staying off site.
Were the AP holders the ones staying offsite?
ahhh… there’s the catch… I’m an AP holder and the others had regular tickets. So I think I was able to book for all of us because of that.
Thanks for confirming, on the road to DL today so can’t check back in for a while. Basically, it didn’t matter if the person booking was onsite or off; my brother and I were both able to do so. Good luck and have fun.
