Why does Oct 31 have such small crowds?

At first, I thought that it may have been a glitch, but is hasn’t been updated that I have noticed. MK and HS are at 1, and EP and AK at 2. I figured Magic Kingdom would be lower because of shorter hours, but is this just because not many people will go to any of the parks on Halloween, unless its the party or Universal’s event?

Don’t get me wrong, I am excited to have lower waits, but just confused.
