This has always been my impression.
We were there in 2019 for Dorian and it was our very best trip. There was a brief closure but for a few days before and a few days after the parks were empty. Basically everything was a walk-on and even the walkways were clear. We honestly semi-hoped one would scare people off when we went this past September.

My birthday is mid September and I went in 2018 for my birthday. We had little rain. I was at Disney when hurricane Katrina passed Florida. Just heavy rain for that. Ponchos in MK.
