On my phone it scrolls up and down not left and right…it does not shrink or enlarge…is that a chrome thing or a forums thing

I use chrome on my phone and it does all those things. I have a samsung android.
Did this get fixed with the mobile updates? I can’t duplicate it now on my S3 with Chrome Beta.
