I’ve read that early morning or late afternoon are optimal times to see active animals (as opposed to sleeping, resting) on the Kilimanjaro Safari ride but what about some of the other animal viewing attractions like Gorilla Falls, Maharajah jungle, Discovery Island trails and the Oasis… or any others I may not be aware of?

As a general rule of thumb, the most “moderate” time of day, depending on the season. During the hotter times (which, admittedly is the majority of the time) the animals will be more active in the cooler parts of the day - which is early morning and late afternoon. But if you go during the winter and are there on a chilly day, some of them will remain “hunkered down” until it warms up a bit.
