When you rate the particular rooms at a resort on a scale of 1-4 of “sound level”, is 1 considered Quiet or Noisy?

I belive 1 is on the quieter end but not 100% sure - following.
The rooms are rated on an A (Quietest) to F (Loudest). This is the link for the over all resort sound levels for rooms.

Yes I saw the Alphabetical ratings per resort but they also have given each individual room a numeric rating 1-4 but I couldn’t find out for sure if 1 was quietest or loudest. My best guess is also quietest but I really wanted to know for sure.

Yes, 1 is the quietest
