How can I purchase WDW theme park tickets and Universal Orlando tickets that I can cancel to get full refund if my plan changes?
I think the only way is to buy the tickets as part of a package that can be cancelled.

Keep in mind that if you have tickets you don’t use, you can apply the value of the tickets toward the purchase of future tickets at anytime. So if you buy tickets, and you don’t use them, and the two years later you DO go, you can apply the value toward the tickets.
Tickets bought from UT can be returned up to year, but I believe they charge a 5% restocking fee.

Good to know. Sounds like they changed their policy…probably due to COVID issues they had when Disney closed for a while.
