Buying a 3 day ticket through Universal Tourist
Once I link it to MDE…will i be able to use Genie+ and ILL early with my Pop stay or would I need tk buy tickets directly through Disney?

As long as your tickets are in your MDE, you can use Genie+ and ILL.
