Question about resort pool bars

I am a big fan of Monte Cristo sandwiches, and I just read an article that Bar Riva the pool bar at the Riviera Resort has one.
We are going in May, staying at the Boardwalk and wanted to try the Skyliner, so I thought this would be a good way to try the Skyliner and get a quick lunch… Sorry if this sounds like a stupid question, but can non-resort guests eat at other resorts pool bars? We don’t want to use the pool, just try their food.

Some pool bars are inside the restricted pool,area, so non-resort guests won’t be able to use them.

However at Riviera, the pool bar is at the other end of the Terrace that the regular QS restaurant is on. So you can definitely visit it.
