I am trying to schedule a plan with a four hour afternoon break outside the park with genie+ but still wanting to be able to schedule lightening lanes during that time frame but it does not seem to be cooperating with me. Am I missing something?

Only thing that comes to mind is if you’re hopping, you can only book LL’s in your 2nd park if the return times are after 2pm.
What i am trying to accomplish is be in MK from open until noon and then take the kids back to the resort for a nap/break until around four at which point I want to go back to MK. It shows the four hour break in the personalized plan but I still want to schedule lightening lanes during that break and the software doesn’t seem to be allowing me to do that.
Sorry, I misunderstood, I though you were in the park and having problems with booking LL’s. I don’t actually know how to use the TP planner to do what you’re asking, but perhaps someone else will chime in.
I’m pretty sure the plans only allow you to enter LLs you think you’ll have (not the times you’ll book them). But even still, I believe plans don’t allow for anything overlapping. Even though you entered a “break,” the system is going to register you as busy and therefore unable to do anything else. I would just add notes into the break description of what you need to book.
I’m working on a little something for this.
Send me your rides, your priority of riding them (wish/want/need), and when you’ll be in which park and I’ll give 'er a whirl for ya. Hopefully the resulting itinerary should be usable 
I basically scheduled every ride in Adventureland (minus Treehouse) and Fantasyland (minus 7 Dwarves). Early park entry until 9:30pm with genie+ and first reservation at 7am. Break from noon to four (+/- 15 min). Very relaxed touring and balanced walking/waiting
I wonder if it’ll let you continue to plan your LL if instead of telling the plan you’re leaving the park you just put in a 4 hour time for a meal in the park…I don’t understand why it wouldn’t let you book LL during a break though. That is wonky.

Then hit the rest of Fantasyland until closing–most bookings should open up in 5-10 minutes so that shouldn’t be too difficult, and you’ll have a Peter Plan’s Flight window waiting for you
