in theory if optimized at 9 yes, but i’m not sure i would have optimized it just prior to getting on the ride either. I think the OP did experience a bad prediction day with FoP. It happens. I’m sure once Fred or someone looks at the data they will see an issue (could also have been an unnoticed reduction in ride capacity)
