New crowd algorithm?

I remember last year there was a lot of hub bub about the crowd calendar not being as accurate as it was based on wait times only, and that Disney would adjust staffing to fit less crowds. Indeed, looking at wait times on attractions, there is very little change month over month.

I’m just curious if this is taken into account. It’s certainly nice to go on less crowded days for other reasons besides just attraction waits.

As far as I know, CLs continue to be based on wait times and do not otherwise take into account number of people in the park.
