Are all counter-service locations in DL mobile-order only or can you still walk up and order? Also, are the wait times still incredibly long, or have those improved since reopening?

The last few times we were there it was very dependent on location. Plenty of places do both mobile order and walk-up but there are a few that will strictly only do mobile order (Cozy Cones is the one that I can think of off the top of my head but there are probably others).
As for wait times, it depends on crowds. If you’re going at a busier time then around peak mealtimes you will have a harder time finding any time frame on mobile order close and/or long waits for walk up, so either plan to eat-off peak or put in an order several hours in advance for a peak meal-time (you can always cancel or adjust to later if you can’t make the window that you first select).
