I witnessed a manager at Pop Century kicking people out of a room with too many people about a year ago.

The restrictions are not set by Disney but by fire codes. It is for life safety.

Also even if you “got away with it”, the extra person not on the reservation would not be eligible for DME, any emh hours and, depending on where you were staying, even the pool. If the pool is gated, or if CMs were to scan bands they would not be able to enter.
Not worth risking it.

plus - the rooms are maxed out at a level of comfort as well. Value, moderates have small rooms. As a family of 4 - after being in one for a bit - I have a hard time not losing it and making us a party of 3 or fewer - ha
