Lines App - Evaluate feature not working?

Everything I change the order to how I want it and hit evaluate, the order of steps does not save and the whole plan reshuffles

Very annoying compared to the original app

Am I doing something wrong?

I am completely changing my answer. I just tried a COVID plan in the app. I was able to change a step and then it optimized my plan, keeping the change I made. It is not stopping after evaluate, but it does seem to work, differently, now.

Were you evaluating a plan for the current day or a future day?

Does the plan include a step that is impossible to evaluate (i.e. the attraction is down and/or is known will be down)?
