I believe you need a regular ticket or AP (i.e., not an event ticket) plus a park reservation to buy Genie+. But you do not need to use Genie+ at the park you have a reservation for if you are getting LLs for after 2pm.

Yes.
This was always the case with FPP too (well not the reservation part but the rest - regular park ticket for FPP in that 4-7 timeframe)

Thinking about it more, I think you’re right you need a park reservation + valid admission to buy Genie +. I’ll edit my response.
