On our MK day, the Parade is scheduled at 12:00 and 3:30. Can we watch the 12:00 parade and still make our FP+ for Splash Mountain which is 11:50 - 12:50? Suggestions for the best place to watch for easiest access to Splash Mountain when it’s over?

Yes, you can watch from Frontierland. That is where the parade starts so you should not have a problem making it to Splash in time.
I agree. Watch in FrL and cut over to Splash as soon as the parade passes. The parade itself is only about 15 minutes.
