I am probably wrong here but If you have a MDE account, even if you are not staying on propriety, and you have a credit card attached to your account, would you not be able to charge to your account even though you are staying off site?
No. You have to be staying onsite to use a magic band to charge.

When you stay onsite, the charges are made to your room.
Only when the charges reach a certain level do they charge to your card.
No room, no charging privelleges.
