I assume it was just luck. Only tier 2 was available.
I was booking for 6 people at 60+6 and I was very surprised when only Tier 2 and 3 were available! I figured that maybe they had no large tables in category 1? So I booked tier 2.
Then I was talking with someone on chat later in the day who wanted category 3 because her daughter was shy. She was only able to get category 1 for earlier in the same week as my trip. So I got on my phone and then actually was able to get category 1. And this was like 11am later in the day.
So I think they just might load slowly but everything was open that second time I booked.
ETA: this was over the weekend for the week of November 12.
