Having trouble creating my TPs

I’ve made TPs in the past but today when I try to create a new one, I keep having the same problem. When I enter in the basic information (name, dates) and then select Proceed to Attractions, it takes me to the page to select the one of the site’s touring plans instead of to a page to finish my customized plan.
