My suggestions will get you to 26 - so 2 over your allotment, giving you some wiggle room to keep. The biggest issue, though, is how soon your trip is. Which I only realized this morning. I like that you have Boathouse and Sanaa.
I just can’t see duplicating restaurants when there is so much good stuff to eat in so many restaurants around WDW.
I ate at Boathouse in March and really enjoyed it! Sanaa will be a new experience for me!
