Fast Pass Recommendation Confusion

We are planning on going to Epcot for an evening (5-9) and TP plans recommends getting fast passes for Test Track, Soaring and Illuminations. However, I didn’t think I could get FP for both Soaring and Test Track.

Does it mean I should get a FP for Test Track and when we get off go to the kiosk and get a FP to Soaring? Is that even possible? Any guidance would be appreciated.

The Optimizer is giving you general suggestions as to which attractions would benefit from FPP, not specific “get A, B, and C.” Therefore, it is not taking into account any tiers or restrictions.
