In pre-panning mode (August visit). If one books the Fantasmic Dinner Package, can a credit be used from your DDP or is that dinner excluded?

Yes, you can use your dining plan credits for the Fantasmic dining package. It’s one credit at Hollywood and Vine or Mama Melrose and 2 credits for the Hollywood Brown Derby.
With the changes to the Fantasmic package, Hollywood and Vine offers the best value on the package.

Maybe, but imo the food isn’t great! I stuck with the carving station and some veg and salads, but I wasn’t overly impressed. If you don’t want the character meal (or a PPO breakfast for booking Jedi Training) then I would go for one of the others…
The food always gets bad reviews there but we really enjoyed it.
