As much as I’d love this rumor to be true, I highly doubt it would happen. The Tolkien estate has been extremely tight-fisted about intellectual property.
Then again…given how Universal was willing to go to extreme lengths with creative control for WWoHP, maybe Universal could convince them that a LotR land would be given similar service. It certainly would further raise the bar against Disney seeming resting on their laurels as of late.

Are any of the lands officially announced yet?
Although a FoP style How To Train Your Dragon ride would be superb, I don’t know how excited I would be for an entire land themed around it. Hoping for more of a DreamWorks themed land with just one HTTYD ride
