We will be arriving by car at PoP early AM because we have an early FP at BOG. Would we be able to leave luggage with bell services after we do a quick check in and have it delivered when room is ready?

Yes, no problem leaving luggage with bell services. If it’s a slower time, they might even have your room ready. In Jan. we checked in early (7:45 am) at AOA, and we were shocked that we were able to get in our room right away.
You will probably have to call bell services when you get back to your room and ask them to bring it up at that point though.

Personally I’d just leave my bags in the car to save time later, but that’s me.

When you do on-line check-in, let them know what time you will be arriving. This is rumored to increase the chances of your room being ready when you check in.
