Is the wait time on touring plans for Dumbo the time you wait in line outside, or the time you wait inside, or a combination of both?
I would hope that @len will provide a definitive answer, but based upon the usual rules, it should be from the time you enter the queue until the time you climb aboard an elephant, based upon returning from the playspace right when called.
