Does HS ToT Reduced Capacity Affect Crowd Level

Seems like tower of Terror has been on reduced capacity since March.

Seems like that has been increasing wait times on that ride.

Does that increase the touring plans reported crowd level ?

There’s been some pretty off odd ball time projections for ToT lately

It’s had a lot of downtime, on top of only half of it running.
