I see that Disney Magic Bands are no longer going to be complimentary after Dec 31 2020. Will they still be cost free if your are a Annual Pass Holder?

No, not that I’ve read anywhere.
actually they are but the drawback is that you can’t pick it up until you activate your annual pass.
