I have a start time of 9am at Fantasyland. My personalized plan has me starting at Dumbo but not until 9:20, what’s with the 20 min lapse?

You can add “Let the Magic Begin” welcome show as the first step to let it know that you are rope dropping (RD) the park. OR you can add an (ADR) advanced dining reservation like (BOG) Be Our Guest to let it know you are in the park.
It does that because it assumes you are not in front of the pack.

Yes as @desire499mike indicated, the app is calculating your walk time from the tapstiles to the attraction. You can add either of the things they suggested or you can add a nondescript break from 0900-0901 (or whatever the minimum is) and then it will adjust
